They may belong to the State Department's Diplomatic Security Service (DSS), the Secret Service or another federal law enforcement agency. The black Chevy Suburban appears to be NYPD but as with all the vehicles the color of the lights are difficult to distinguish.

Ms. Brinille Ellis assumed charge as the new Public Affairs Officer (PAO) at US Consulate General Lahore on October 24, 2011. Prior to her arrival in Lahore, Ms. Ellis served as the General Services Officer at the US Consulate General Istanbul. Ms. Ellis also served as a Public Diplomacy Officer at the US Mission to NATO in Brussels. Other assignments have included: US Embassy Port-au-Prince, Haiti and the Office of Caribbean Affairs at the Department of State as a Haiti desk officer during the 2004 Haitian political crisis. From 1997 to 2002, she was as a security officer in the Department's Bureau of Diplomatic Security. The Senegalese government awarded Ms. Ellis the Medal of Honor for her interagency work on the US Government's anti-terrorism efforts in Senegal.
